Most of the image editing tools convert animated GIF to a static image. Many online gif resizer tools also do the same. There are some softwares from Adobe like Adobe Macromedia Flash which can resize a GIF without losing animation but those ADOBE softwares are not user friendly for newbie and are too heavy in size and memory.
